Yes, pumping the muscle and occlusion training help, but for naturals it is more about linear progression.
I weigh 170lbs and bench 280lbs. You weigh 185lbs and bench less than body weight. Who will have bigger muscles?
You can train for strength while actively trying to not gain size, but to gain size you need linear progression.

GVT (German volume training) VS. 5/3/1 both use linear progression, however obviously differ in program goals. One is for pure muscle, other is for strength. You should train for both unless you are specializing.
