this is hard in a different way than ICBMs. there, you have to build a rocket powerful enough that it can put itself into any orbit from one fixed launch position, but you get to build as much infrastructure into that position as you want, and the rocket's maintained there. here, they tell you "ok you're launching from alaska in a month, this is your target orbit, all that's there is a concrete pad" and they have to get the rocket and all the equipment there and build their launch pad from scratch.
