They can't change the proposed launch window until the most recent NASA budget proposals become final because they'd risk not getting any of the $1.7billion of additional funding that they've been promised by doing to. There will be a delay to 2023 announced by the end of May, a month or so after the JWST bank accounts get filled up again by Uncle Sam/
