Evolution is infinitesimal change in genes that are beneficial to infinitesimal changes in environment. Either a big change in gene or a big change in environment will result in failure of the organism. Both changes need to be infinitesimal.

If a fish in the sea directly gave birth to arnold schwartznigger, nikola tesla, or bear grylls in the middle of the atlantic, he'd die regardless how strong, smart or adaptive he is.

Animals who breathe underwater have a good surface of their gas exchanging tissue exposed to the ambient and we have our gas exchanging tissue inside our lungs, it's especially designed for O2 in gas
You would have to entirely reassemble the toraxic structure of a human to match the function of an underwater breathing system
