It all depends on how you direct your resources. Its no joke to think of the world's economic output as representing a pie. If a big enough slice is devoted to space exploration then eventually we would see a return on the investment. This may have seemed possible in the 1960's and 70's, however the western world has witnessed the rise of social democracies which allocate huge budgets to social welfare programs, leaving little to be devoted to space. Promising more pensions and aid gets you votes, talking about sending another rocket up into space doesn't.

Why would humanity become spacefaring any time in the foreseeable future? There's no place for people to go in space. Other than a few hundred highly trained people in research outposts on the moon, Mars and various space stations there is no need for a large human presence. Maybe if/when we have Star Trek level FTL drives or if we can terraform Mars and Venus to be fit for colonization it can happen but right now that's just a fantasy.
