My idea is that we should minimize taking away personal freedoms, as that would lead to riots, but instead use monetary rewards and gratification to force people to act in a climate conscious way. People generally do whatever is economically favorable.

Lust for never ending growth is the reason our planet is where it is. Shrinking population with a stagnating GDP would mean that over time more and more money is left to one person, so that person would percieve their quality of life as increasing. Also means that the labor of one person is worth more and more, and people could live in greater material happiness. Automation would gradually fill in the workforce being lost.

Air travel is one of our most heaviest polluters, along with automobiles. The taxes would be spent on making public transport free (and thus appealing) and to improve it's quality/modernness.

Labour theory of value says that environmental footprint is directly proportional to price of goods/service. So banning luxury goods definitely gets more bang for the buck, and also doesn't result in people starving to death. It's really the only moral course of action. Plus you'd be doing the fatties some good forcing them to go on a diet. They might now be forced to read a book or go for a walk in the trees.
