Universe is eternal and God is eternal.

In case the universe wasn't eternal God wouldn't be eternal (I'm considering universe everything that exists).

Good question is about who created the laws of natural Physics. If it was God of actually even God was under this law. In case it was God, let's say that there were no rules of Physics but he was there in a even more chaotic universe.
