The reason we haven't found intelligent life outside Earth is because what we think of as the peak of a species is nothing but a fluke, humanity is a freak of nature that lucked into dominance on Earth.

You think your intelligence and consciousness are something to take pride in, a gift worth treasuring. That all species aspire to self awareness and a limitless exploration of the world as it exists in your minds eye. We're a mistake, a one in infinity chance, we're alone in the universe and always will be. There's no advanced alien race out there, like us but different. We rose to the top thanks to our unique traits, and now those traits have no outward threats to be directed towards so we turn it inward and destroy ourselves. The reason no physical aliens have visited Earth is twofold:
1) Sentient entities first live a life in this 3D density, if they are good and pure love, they get harvested into their nearest star (their heaven); they then travel the universe as sentient light forever (p.s. it's amazing). The idea of traveling from one star system to another as a 3D density creature is laughable. I'm sure it's been done though.
2) There is a non-intervention policy among the stars and their respective planets. Each planet is a "planned net" of love, by love, for love.

I think with how vast the universe is, and how many exoplanets (and potentially, but more than likely, extragalactic planets) there are that may be able to support life, intelligent extraterrestrial life is more than likely, we just haven't found it yet. We've barely even sent out any signs that we exist, and don't forget, the Voyager probe we sent out years ago hasn't ever even left the Solar system and won't for thousands of years. And obviously, radio signals take a lot of time to reach their destination and plus, there are the odds that signals won't be detected as well.
