Honestly, yes. The reason all attempts so far have failed is because they didn't have a sophisticated enough understanding of how it works. There is no reason to believe you couldn't quantify information spread on the internet, especially in the age of "big data" and emerging AI.

It's more that memetics needs to be anchored into some level of truth, it must "fit" the reality to work.
For example shilling multiculturalism/diversity as the component of a strong society when racial tensions are at an all time high won't make a good meme, you can peer pressure most people from the top down to not rebel against it, but having them actively adhering to it to the point they relay the meme is another thing.

The other point is that there seems to be a strong creative component, see the whole #Yangang which is just rehashing the 2016 Trump memes, it works better than nothing on the demographics but nowhere near as good as it it did originally and most people see through it.
