It’s proof of bodies of water in ice form, which if it’s purely that, known life cannot form in. According to the JPL link, it’s from a mass accumulation of snow, even if we reasonably account for some melt as the sloped ice sheet you call a “river” (it is not), life wouldn’t have time to form before it was refrozen again. That ice sheet started out as ice particles sticking together, not a flowing river getting frozen.
