That logic doesn't always work on these - if you tried that on pic related you'd get the wrong answer.

You just have to imagine the flags as laying on the floor, they cannot be flipped under the pole (through the ground), only over.

There isn't a question, this is just how these sorts of puzzles work - the boxes shown to you have some sort of a pattern in them. You have to use the most compelling pattern you can find to complete the final box. Some answers are less wrong than others. Simply counting the flags is ignoring 90% of the information you're being given, so it should be obvious you're missing something.
