The concern shared both by governments and companies stems from current space law. The relevant passage states something along the lines of the following passages;

Any entity has no claim over any structure in space once they have no physical human presence within said structure.

If anybody builds a moon base, if they are unable to keep it manned, that base will become the property of any subsequent occupier for the full term of their occupation. I don't know if I am explaining well. Let me give an example.

USA builds moon base and mans it. Due to political pressure and expense a new president orders that the base personnel return to earth. The chinese immediately send a crew to occupy the moon base. Legally the chinese now own this base for the full duration of their occupation. If the USA wishes to use the base or any of its facilities they must now negotiate with the chinese.

Satellites in earth orbit are handled differently afaik. In time whatever legislation/treaties apply to satellites may be extended to the moon. I suspect the moon will end up much like antartica, divided into portions, each claimed by a different nation.

I fully expect americans to behave exactly as you describe which isn't very good for anybody. Right now legislation is how it is in an attempt to foster development in space by disregarding the individual interests of sovereign nations.

It's complicated. No company yet has the funds to establish a space base. Everybody is waiting for it. The USA is verging on outright disregard for international space law by establishing a military presence in space.

I am not sure it is sensible to dissuade their behaviour though. It will be up to them to pay to police things like the nuclear reactors which will power our bases and ships. Nobody wants a mad scientist in a moon cave building nuclear warheads.

I did my undergrad in the early 2000s. There was this obnoxious Indian kid in my program who would talk about how great India was going to be in only a few years. Indians have believed for decades that their country is on the cusp of greatness. Just give us a few more years, and then this great thing will happen.
