There's no way they could get the paperwork done to get it approved because even the USAF is uncomfortable sending fissile materials into space. So if SpaceX just yeets a reactor into orbit without getting it approved by the US government, then that would scare the US into taking over the company.

The nosecone fell off by a strong wind before it was fully attached. Since the nosecone was just decorative and not required for the operations the rocket was expected to perform, it was left off.
