Climate change can at all times be mitigated and its consequences can be limited or diminished.
Either by handling its effects or the underlying cause.
For this the world needs intelligent well educated people.
These will predominantly come from people that grow up in developped nations in a family that is well accostumed to the ways of these societies.
People that emigrate at the age of 15-35 will likely have a substantial hurdle to overcome regarding integration, language etc and already be significant behind their peers.

In addition western policy is geared towards population growth no matter what. If you have one kid less, one migrant more will be allowed. This migrant would have an almost negligent ecological footprint in its home nation but will increase it by moving to the west anyway.

So you dont save the world from many carbon emissions by having less children and you deprive the world from potential innovators

With the advent and use of new technology in the west, I believe we can expect to see the average carbon footprint per person decrease, while in the third world as their economies grow so too will their resource consumption and carbon foot print (as they will lack the required capital to use the same technology as us). The birth rates in western nations are already pitifully low and so any further decrease would likely cause consequences potentially far worse than a slight global temperature increase.

Our ancestors had children through turbulent times despite knowing of the suffering they may have to endure, but they did it too see their society and civilisation survive. I do OP and I'll tell you why. Humanity is facing a possible extinction event, you have two choices. Don't have kids to conserve resources, or have kids and raise them to be leaders. The third world is reproducing no matter what, if it is only the young short sighted countries that inherit the earth what chances does humanity have?
