Most grants comes from industry, followed closely by defense spending (including the biggest pure math grant in human history given to Edward Frenkel through DARPA) which in turn fund research at institutions. Most top tier university institutions rely on funding from donors of Alumni, not the state.

But most academics at state schools are pretty stupid so it's possible they reason in black and white partisan logic.

Science and liberalism are about freedom and progress, It's just a perfect match.

Smart people tend to glorify their own individuality (difference) instead of tribal identity because they never felt like other people. So when they see that the average human is racist, they take the opposite stance. Add to that the correlation between IQ and empathy, a word which actually means feeling bad when you are not empathetic to other, and liberalism is the obvious choice. But it doesn't mean that all of them do that because there are others factors, it's a trend. Now for economics, it's mostly due to levels of empathy which are variable. But the fact that you accept a political leftist stance like liberalism tend to make you a full leftist since people like to fully embrace the meme they are deluding their boring life with, which mean after being a liberal you ten to become a socialist too
