dolphins are smart but without access to fire, a way to write things down, the ability to manipulate their surroundings beyond the superficial, the space and resources to create permanent living areas that exist for generations, an evolutionary reason to work on more logistical tasks, ET-FUCKIN-CETERA, and you don't get a dolphin civilization. Same goes for any other underwater creature.

It is very unlikely for anything more than Dolphin/Whale level intelligence to form underwater barring extremely niche and specific scenarios, such as lava vents/caves allowing for an almost amphibious form to arise that would allow manipulation of materials and some sort of stable food source.
