It's to keep the birds and bird shit off. This is particularly important so that bird shit stays off the heat sinks for the LEDs. Bird shit accumulation on the heat sinks could increase the temperature of the LEDs decreasing their life.

It's not the easiest solution though. It could just as easily be slightly rounded and have adequate surface area to diffuse the ballast threatening heat it's generating for whatever reason.

You can see this in the third image. It's a large rounded unit, no heatsink, vents, or anything. Still has spines.

It's not for the transformer, it's for the LED itself. LEDs aren't 100% efficient and can experience reduced life or failure at higher temperatures. I think they have to kept below 75 C right off the top of my head. If your LEDs are powerful enough then enough heat is generated to require a heatsink.
