Any lobbying group with an agenda tends to utilize what I've dubbed an "obfuscation and exhaustion" strategy. They divert your attention to one major, but include small bits of language in others and keep doing so until they eventually pull it off, bit by bit. Something to bear in mind.

That's why it's important to mobilize people and have a lot of eyes and minds on this. All these legislators understand is power, pressure, and vulnerability. Which means pissed off constituents. What you're going to want to watch for is fiber optic bills that have language to instate the FCC's "one touch make ready" laws, and other stuff. Obviously anything overtly about wireless proliferation as well. They'll definitely be hiding it in fiber bills though.
