Resistors dissipate energy as heat, but if you had any circuit with low resistance it would be close to a short. So, resistance actually is good when it comes to efficiency.

If something is high resistance it actually means it's going to draw less current and therefore run on less power.

Your other options are bias all your circuits with current mirrors which doesn't actually get around your problem since the voltage that you would just be dropping across a resistor is just getting dropped across the collector-emitter junction (or drain-source) instead. Same power loss. Or you create massively complex power supplies that supply only exact voltages and currents to each part of the circuit to achieve maximum efficiency... but not really because your power supply will end up being ridiculously inefficient now.
