The easiest/hardest way would obviously be to sequester resources by force and have them labour to earn it back, but I don't think that's the answer you're looking for.

I would look through my population in search of any jews. Create centralized natural resource banking system that loans resources out to people so they no longer have to spend time picking trees. They can spend more time surfing and just borrow all the resources they need. Then put socio-economic pressures on people so they can't repay their debt and you can "own" them and force them to repay you in anyway you decide. e.g. slavery If you wanted to be "ethical" about it you could let them decide how to pay you back, and instead of slavery call it career.

Privatize all land, including food sources and beaches, obviously. Then people with land in the interior will have to trade food to beach owners for access to the beach. The most successful farmers will want to buy their own beach and and the most successful beach owners will want to buy their own farm.
