Light actually refracts in the atmosphere, and if vertical density gradients are low enough (i.e. temperature gradients are low), it can make the horizon appear closer.

The opposite can occur as well. When vertical temperature gradients are very high, you can actually see further, because the horizon appears further away. This is because the light is bent towards earth surface more.
