Even if the low fertility you describe is somehow permanent, all that that means is that the future will be dominated by technology-averse peoples like the Amish.

My Solution is this: Sea Colonies !

You know I thought of this idea while playing videogames. Here's what I think will happen in the future. People will build gigantic sea infrastructure to support millions of people in locations where Islands are located, like the Caribbean. Once the technology is developed or some sort of innovation with technology is made, human civilization will expand into the Ocean.

They will be like today's Underwater Hotels, except it will be infrastructure to support an entire society (Aquatic Farms, Hospitals, Schools, Malls, etc.) that can contain millions of people, and the Chinese will help build these Sea Colonies.

They'll be like an artificial extension of Islands that already exist. However ultimately they will become entirely new artificial nations as well, simply because they'll naturally grow in number and demands to become nations.
