Why isn't it weight/height? What does squaring height do something that is functionally important?

Basically they think weight increases nonlinearly with height. So ratio between weight/height of someone 5'6 would be less than the ratio for someone 5'7 everything else being equal

BMI is a meme. I'm less bf% than most of the earth's population but because muscle is heavy I'm considered obese. This is true for almost every powerlifter/bodybuilder.

The main use of BMI is to give doctors a number they can point to when telling people they're too fat or too thin. They are often delusional in some way (e.g. anorexia) and pointing out "your bmi is way over here on the chart where it says DANGER DANGER" helps a lot with that.

BMI is fine for 99% of the population. It fails for body-builders, but that doesn't make it bad or not useful.

I'd pin it down to either you legit have some medical problem where you're lacking certain enzymes or you're not actually routinely lifting weights.

Also, bad sleep, and not eating enough will limit recovery, although you should still see muscle gains just not as efficient. It takes a few months dedication to really see a difference too. I'd suggest before and after pictures if your mind seems to adapt to subtle changes over time and you can't notice a difference, but at least with hard evidence you can be like ye I definitely gained more muscle mass.

A high BMI is unhealthy regardless of body composition. It is total body mass, not fat mass alone, that is harmful to many of the body's organs.
