Even if you can, the actual point score doesn't matter.
The way it works is that you take a representative sample of some population, and you make them do a test.
This test might have a range of possible scores from -10.000 to +10.000 or whatever else, it doesn't matter.
Then this is mapped onto a bell curve centered around 100.

Then you let a random person take an IQ test, and he gets a score of let's say 4.958.
You then compare 4.958 to the results of the test group, let's say 4.958 was exactly the average.
Your random person would then get an IQ score of 100.

IQ being centered around 100 has no significance, the only thing an IQ test actually shows is your percentile compared to the reference group. If you happen to get the exact average, you get a 100 IQ score. If you happen to get exactly +1 SD, then you get a 115 IQ score (most IQ scales have the SD as 15), etc.

What I thought you were saying was you had a problem with the distribution not being exactly a Gaussian normal distribution. Which in reality it is not. Because a Gaussian normal distribution says some members of the population get a negative score.

The Gaussian distribution says there are some people in the populations that score so low that their corresponding total score is negative. But you can't get a negative, because if you leaving the IQ test blank defines the absolute minimum of a raw score. And if you normalize the distribution, this score will correspond to a particular IQ number.

So conclusively while IQ may be a determining factor in regards to racist behaviour, other factors such as maybe isolation in the case of japan or huge genetic and ethnic diversity like in africa may override the intelligence influence.
