"Director" can still be someone who is primarily a researcher, like look at the directors of the institute for advanced study or perimeter institute or the C. N. Yang institute. in terms of the president suggesting it, that doesn't necessarily mean it has to be affiliated with e.g. a national lab (though it could be), but it could also just be a government funded thing in affiliation with a university, either really part of the university or just loosely connected (like how IAS is sort of princeton but not really). however, if the president or michelle obama suggested it, that probably means it will be a new institute, because it wouldn't be possible or make sense for a politico to overrule a preexisting institute's chain of command for picking a new director

Darwin was up against the religiosity of his era.
