There don't have to be genetic differences for races to be different. Even if everyone had exactly the same genetics, the cultural differences would be significant for some groups to be superior to others.

Part of the problem is that they AREN'T force integrated. In the USA, blacks are allowed to have their own black culture which rejects academic success, I can't really speak for Europe. The blacks that do reject black culture aren't so bad. I can't say they're as intelligent as whites, but they certainly aren't as worthless as the black culture niggers. Culture is a much larger part of the problem than genetics.

DR Congo is basically, IIRC, Belgian Congo, which was never given an adequate local administration, unlike British crown colonies. It also got exploited in an orgy of resource pillaging, first with rare woods and timber, then with diamonds, and now with oil. Add that to cheap guns from the USSR (it was nominally a communist state) and the country being made up of various ethnic groups that don't really give a shit about each other, and you have a textbook failed state.

Probably a culture thing.
