We scrapped all the hardware and tooling for Saturn V+Apollo when we switched to STS, which had no lunar capability. Therefore we lost the "technology" to go to the moon.

The same situation happened when we ended STS and started working on SLS. The shuttles themselves were stripped and sent to museums and all the equipment and infrastructure to build and service the shuttles has been replaced with stuff to support SLS.
We lost the technology to send humans to space at all and haven't done so for the last 8 years.

Of course we could restart the Apollo program or the shuttle program, but it would take years and many billions of dollars to do that, and then you'd end up with old technology.
The better option is to develop a new program and new hardware, which is what SLS was supposed to be, except it got fucked by politics.
