"Conventional" flow is correct for a lot of things. Its the direction of signal, not electrons. The electrons move opposite at a pretty slow speed, like if you could see then youd see them inching along.

I'm not the same guy... but, it's not hard to recognize that creating an institution with authority to control an industry (that is also lobbied by said industry) would benefit specific constituents of the industry it's regulating. (Ex: American automotive industry was crushed by EPA regulations which directly benefitted foreign automakers at the expense of american companies -> look into the funding trails for the EPA)
