Cultural. There still aren't many old stock African-Americans that even go to university. However many African countries are making great strides at increasing higher education opportunities for their people. Nigerians are actually one of the most successful minorities in the US. They're the new Indians.

Also such degrees are usually not even recognized in USA. The other thing is that ivy leagues and other colleges specifically favor such professional/wealthy africans over African-americans.
