No, they are not. There is a thing called "regression to the mean".
Using the breeder's equation (h^2 x S = R; where h is the heritability of some trait [IQ in this case, which is .8 heritable] and S is the "selection differential", or the difference between the "parental average" [the mean of the parents IQs] and the population average[blacks have a LOWER population average than whites or asians])
