It did, they are refurbishing every booster for months, the Block 5 is no different to previous blocks. It's a meme that is costing loads of money, and more importantly: time. Instead of just starting to build up a space infrastructure with what you have we are chasing reusability since 50 years because apparently it is too expensive, although launching is actually the cheapest part of space travel. SpaceX spend around 2 billion on developing their whole Falcon family from Falcon 1 to Falcon Heavy while they spend 3 billion on developing a single capsule. It's so retarded. Just imagine what could have been done if instead the US would have invested into ~5 Saturn 5 launches per year for the last 50 years. We would have a large station in LEO, a fuel producing base on moon, a fuel stop station in moon orbit, and would have stepped foot on Mars and asteroids several times. SLS' ability to support even Moon missions is tenuous at best, due to the extreme cost of the rocket itself as well as the additional mass of the Orion capsule as compared to Apollo. Mars missions are totally out of the question. The biggest utility of SLS outside of manned missions to the Moon will be the ability to send very heavy probes to the planets, and medium probes to the ice giants Uranus and Neptune, on fast trajectories. The ability to go directly to Jupiter and not have to do any gravity assists can take multiple years off of a mission travelling time. That being said, if commercial alternatives with high energy upper stages and similar payload capacity are developed they will almost certainly be much cheaper and will completely remove any justification for SLS.
