I think it's possible. Maybe not within our lifetime though.

Our memories aren't saved the same way as a video or photo. Accessing them requires context from all of our experiences. We often only focus on parts of something and fill in the rest based on what we have already learned.

So if we wanted to tap into someone's memories the way they remembered them, we would also have to tap into the rest of their brain to get their interpretation of that memory.
