I think it's due to cities being progressively built. It's not like we are going to just shut down a city, demolish it, and rebuild with only modern technology.

We have cities that exist and slowly upgrade existing structures, sometimes we demolish a building and replace it. There is also the cost incentive, we don't modernize cities for the sake of modernizing them, we do so to increase value at a cost that justifies the increased value.

Capitalism leads to Modernism which asserts that form follows function. Thus, when you end up designing cities, you design them in the most cost effective way possible and not necessarily the most aesthetic. Its also how you get shoebox apartments and ugly, uninteresting buldings

Those are three examples of some perfectly charming cities that don't date from the medieve or renaissance.

I can't give you examples from today because we have no need to build new cities or modernize existing ones nowadays. There are some exceptions like Abu Dhabi but the problem with those cities is mostly ostentation, which has nothing to do with our capability to design new cities.

And if all you're suggesting is that an organic city plan is better than a grid you just have no idea what you're talking about.
