Because non-newtonian fluids are just fluids whose shear rate is not linearly proportional to the shear stress applies (their viscosity is not constant at a given temperature). They are true fluids, nothing to do with a solid in suspension . Btw, no fluids are truly "newtonian" the closer you look.
