We don't have social and economic institutions advanced enough to react logically to solve the problem. So we do nothing until it gets super bad. Ideologues of a certain persuasion don't like to admit it, but reality is what it is.
The truth is that the costs of dealing with global warming in 2050 are going to be astronomical. Whereas the cost of dealing with the problem in 2000 would have been manageable. If we had a better system we would have solved the problem already.
