Depends on what you mean by machine learning. 'Foundations of Machine Learning' by Mohri et al. is a good book that focuses on statistical learning theory (PAC learning, generalisation bounds etc.)

If you want a book that introduces machine learning concepts and algorithms, I've only read Bishop. Is that good enough? I don't know what you mean by rigorous exactly. More rigorous than a graduate-level course from <your favourite institution>?

The classic intro text is "Pattern Recognition and Machine Learning" by Christopher Bishop. Should be available for free online. It was recommended to me by my PhD co advisor who has a crazy h index.
