i was very surprised and interested in this too when i first saw it a while back, but i think there are some problems. many of the modern studies on reaction time are done with computer monitors and mice. there are significant latencies for those devices. i've achieved 160 ms reaction times consistently up to a dismal 330 ms reaction times, depending entirely on my equipment. when i use a gaming mouse and a 160hz crt, my RT is 160. using a 60hz monitor and a 125 hz mouse, i get 250+ ms. ipad or phone, 300+ ms. so i personally think latency matters and is influencing the outcomes of these studies, because i know that most of these studies are using cheap mice and 60hz monitors. for the record, i believe that there is a dysgenic trend, but i think the evidence contradicts the dramatic decline in RT purported in the OP.

We can easily and readily test most of the worlds IQ currently, Victorian era people rarely met anybody outside of their settlements / towns. Isolated groups will almost always be extremely higher or lower than the global norm. Plus the implication of what you consider an actual test of intelligence: A vast majority of people during that time were illiterate, currently almost everybody in the world is literate.
