I find that unlikely but it's ultimately unfalsifiable hypothesising. Ultimately the mass of overall intelligence today must be much larger even if it could be determined to be relatively concentrated more.
Also you seem to be assuming birth rates are determined just by access to more resources (they're not) and that there's enough of a substantial difference of intelligence amongst ethnicities but the native British aren't particularly even that bright. War did a lot more to kill off good genetic stock than anything else in recent history.
The biggest negative impact on intelligence is technology, video games are making kids stupider than anything else.

I've worried similarly about individuals of lesser intelligence "outbreeding" the educated/intelligent. But to a certain extent, is that not how it always has been?

Even in the Victorian times, I'm guessing that the peasants were outbreeding the intellectuals and educated elite by several degrees of magnitude.
And not long before that, survival mainly depended on brute strength. Do you really think natural selection would have favored the autist making cave paintings, over the chad caveman who was out hunting animals and fucking everything in sight?

I think that as poverty is reduced and education is expanded, we'll see a gradual, continued global net rise in IQ (many stats already show this). Look at any country, of any race/ethnicity, that's experienced rapid development, and you'll see a spike in mean IQ.

European countries were in kind of a bubble, and recent massive immigration has dragged IQ down. I know this is 4chan but I think you're putting too much weight on ethnicity. I think there are definitely factors that skew IQ to be slightly lower in certain races/ethnicities, but I doubt it's more than a few points. And at that point I question whether it even matters, in practical terms. I know a hell of a lot of people with IQs well below my own who are arguably "smarter" than myself.
