This ranking is basically just telling Chinks and Pajeets which western uni is best for them. Of course American and British unis who actively recruit internationals are going to rank very highly.
Any non-English speaking country is already heavily penalized and then it depends on whether or not they care at all to attract foreign students.

My undergrad is ~100 and they try very hard to attract foreign students.
My postgrad is ~500 and they don't care at all. My postgrad is definitely more prestigious and better by pretty much every metric. My postgrad is German though. They don't really give a shit, lol.

Coming from the perspective of a grad student, I've found that the stigma of the school really comes from the undergrads. I've met so many undergrads who are quirky for the sake of being quirky. Or others who brag about how many psets they have to do and how they're dual majoring in course 6 and course whatever. For reference, I'm in engineering. I think one of the most important things I did was mastering all the homeworks early and by myself. When a homework was assigned, I would do it (or attempt it) the day it was released. That way I would have time to really think about it and get help if I needed. Since I would spend so long thinking about the problems, I truly understood the material. Come test time, I barely had to study because I already knew the information -- I would just go over some things I needed to clear up.

I wasn't always like this though. In high school I would do assignments the class before it was due because I didn't give a fuck. And you know what, even though I went to a shitty state school for undergrad I'm at fucking MIT now. If I can change my bad habits anyone can.

Well, that's because you had already the aptitude and knack for it. As much as some people want to believe that anyone can be excellent at something, it's simply not true.

Sure, you can probably reach the average even if you are under in that specific field but going above the average is only possible to a certain extent. The rest of way to the top is a really fucking steep hill. Sometimes you just have to be lucky at the genetic lottery.

I'm not trying to take away from your story but I've seen countless of people get disheartened because their hard work isn't paying off and they can't reach what they wanted. While working hard is necessary and desirable, people have to accept that most of us have limits. Though you shouldn't give up and just keep trying. In research especially, since a lot of discoveries were made by mediocre or only a bit above average people in their field. Dude you need to get some perspective, the US is only like 4% of the world population. locally tsinghua and UCL have arguably better prestige than Berkeley. Take for instance ecole polytechnique or NUS or Karolinska Institutet. There are not well known in the US (ignoring academics) but if you graduate from there in the respective countries you are basically a superstar just like someone graduating from harvard in the US. People are going to simply assume you are very intelligent.

These rankings are a meme though, the only important things is how much you enjoy your time in college and what jobs you can get afterwards. If Berkeley is both fun and prestigious in the US then it doesn't really matter how it ranks unless you want to work abroad.

I was in a similar dilemma last year but I decided to stay where I study.

Because Uni rankings were designed with the following principle in mind: they looked at what makes universities like Oxbridge / Harvard / Princeton etc. so great and then came up with a set of criteria. Unless Eastern Uni's are willing to adapt strategies to get 'better' in those specific areas, they're not going to climb the ranking.

Also, the ranking means very little outside the Anglosphere anyway, especially at Uni's that don't charge tuition fee and thus have other funding streams than poor kids and their student loans.
