Yes, but with the rockets they iteratively improved upon their previous failures, first they added the grid fins, then improved the hydraulics systems, fixed the sticky valves, and experimented a lot with the engine timings to see how far they can push with the fuel savings.
But on the other hand with the fairings, other than the bigger net and perhaps bigger parachutes, they seems to be still at the mercy of the wind directions and the skill of the boat operators.

it wasn't a valve, the hydraulic pump stalled apparently. The engine steering is powered independently of the grid fins, by the engine's own turbopump, so it wasn't affected by the other stalled pump.

Plan for a fix is to add a redundant pump and the lines needed to hook it up.
