There's a way to make people taller. You break a bone, insert an extending rod within the bone then sew the person back up. The bone grows over the extender over time. Voila.
Suppose that you shortened someone's bones over time. Would they become shorter? What would happen to that person's muscles/fat/etc? Would they adjust over time?

I broke my knuckle on my right hand. My index finger healed back a cm shorter and now I grip objects more with the outer palm than the inner palm. The outer portion on my right hand is meatier than the outer portion on my left as a result. If I stretch my index finger further than it can go naturally, the webbing between it and the middle finger seems to want to pull it back and hasn't adapted to it despite it happening a decade ago.
