IRL, apples aren't spheres. They are a weird "apple" shape. Meaning even if you were to cut an apple in half, there would only be one-way usually to get two equal sides (vertical cut). And it means you could only cut a single apple once. Also, what is considered a cut? If I cut an apple once in two, then I cut both halves of the cut apple, does that count as 3 cuts or 2 cuts?

for each of the apples, make one very long spiral cut as if you were carefully peeling it -- that's three cuts
then for each of your three apple strips, fold them six times to get seven layers
then stack your folded strips on top of one another and cut through the middle, you get 21 strip pieces and 3 can go to each person

You do one cut diagonally from top left corner to bottom right, one from bottom left to top right, and one horizotnally in the middle. The 4th cut is length wise to cut all apples by half. First and third apple are 8 slices each, while the second apple is 12 slices. You now have 28 slices of apple who which you can distribute equally to the 7 people, each getting 4.

you can do this problem with three cuts
just stack the apples on top of one another, and, looking from above, cut all the way down through 180 degrees, with the center point and the edge as boundaries of the cut, cut at 180/7 degrees (again, with the same boundaries) all the way through, and at -180/7 degrees (again, with the same boundaries) all the way through. This produces 6 pieces of apple each weighing 3/7 of an apple, and another 3 pieces each weighing 1/7 of an apple. Give 6 of the people one apple chunk each, and the last one the 3 smaller apple chunks.

I mean if you can play with the weight of the apples, and the shape doesn't count, it's ridiculously easy. Two cuts would do it. Stack the apples, cut whatever shape you want out of them such that one is worth a third of half of the remainder of one of those apples. Then cut all the remainders of the apples in half, then distribute like you did.

I can do it in 2 cuts:
First, slice the three apples in half with one cut using a long knife and considerable force.
Now we have six slices. Line them up, and slice off 1/7th of each of them, again using a single cut.
