no, Newton and Einstein thought out of the box. Newton not only came up with the totally paradigm-shifting idea that the moon and sun are feeling the force of gravity just like an apple falling to the ground (nobody unified those concepts before) and invented calculus along the way. Einstein introduced a completely new way of thinking about time and space that was completely new and groundbreaking and counter-intuitive, but it explained anything; he explained the photoelectric effect by being the first to come up with wave-particle duality; he explained how brownian motion arises from atomic theory (which was unconfirmed at the time), and he came up with a new way of thinking about how gravity relates to acceleration and the shape of spacetime

now let's compare Witten. he's an expert in a not-really-theory (call it a "framework") that was invented by someone else, and he's an incredible , Fields medalist mathematician which gives him the ability to do the calculations of that very mathematically challenging framework in greater quantities than anyone else, and also maybe figured out a way to tie together some dangling ends of various versions of that framework. he has made virtually 0 predictions about actual measurements people could foreseeably do, instead all his results are judged on very arbitrary feelings other people have about the aesthetics of his equations

i think if you could compare what he's done with anybody, it's akin to when Hilbert did work on GR. mostly math, no real original physical insight afaict, so he completely falls short of Newton or Einstein

Newton and Einstein are famed because what they achieved (amongst their less-acclaimed but still equally important colleuges) quite literally changed the way we saw the world. The same cannot be said for Witten, and should not be said, because string theory is a heaping pile of shit that only grows larger and attracts more flies.

The fact that the majority of the modern theoretical physics community is still stuck on string theory is distracting and impedes the progress of better theories that actually resonate with the physical rather than pure mathematics.

When a wholly coherent, granulated form of general relativity comes to fruition, Witten will have no significance.

most modern mathematicians (and even physicists to some degree) work with what was already invented and just perform more and more complex calculations. There is no guarantee it will lead anywhere except some improvement in solving techniques for specific problems in math. Physicists literally create hundreds of variations for one model and predict hundreds or even more scenarios which fit the current experimental results but introduce a zoo of bizarre outcomes for things which may or may not be verifiable. String theory and its spawns, all the supersymmetrical stuff, dozens of theories about dark matter (btw we still know null about it, all is just a wild guess), everything may be just a math construct and nothing more with zero direct application to the real world.
