No its not, raw pixel data is stored as a quadruplet of intensities representing the R,G,B and A channels (usually anyway). The intensities can be 8 bits each, or much more, or use weird non linear representation intensities like floating point and so on. Hex is only used as short form to represent RGB8 or RGBA8, nothing to do with how its 'stored inside computers'

7 (maybe more) solar cameras were shutdown at the exact same time this happened.
The one in new Mexico in particular was closed off by FBI agents as well as the nearby post office.

SOHO is also "under maintenance", but that is under the realm of speculation.

Some questions I would ask myself is, "Are there any observatories in Russia or China being closed off as well? Is this exclusively happening only in a few select international countries? Is a large entity attacking all the observatories by some hacker or are most if not all the observatories not allowed to look at a specific location of the sun? These I would like know. Why the sudden shift from just one observatory in New Mexico and a few days later we 6 live feeds all in different locations in Chile, Australia, Hawaii, being shut down, and the obvious involvement of the FBI? Does the solar storm have anything to do with any international space involvement of these countries? Why can we not look at all on the same day a scheduled solar storm could happen?
