Wow. So much argument over the idea of electricity as energy. In the strictest definition it is not, however we can also say thermal energy doesn't exist either.
At some point we all need to use our thinking abilities to process that colloquially "electricity" can be a type of energy.
Looking back at my high school textbooks it says "electrical energy" as one of the 7 types of energies. Now obviously this textbook has deficiencies, but due to a large number of people learning it this way and it prevalent use even on an industry level it is a de facto energy.
If this bothers you'll so much I see two things you can do.
1. learn how to interface with a majority of society and understand how powerful de facto standards are.
2. work to improve our education system so we don't have "electrical energy" and countless other errors like "Centrifugal Force".

Look at the flywheel capacitor vacuum joints the navy uses, their friction is so low most calculations just ignore it for time periods short then 3 months. Using one of those joints would make it negligible for most things as it is even lower then a foil bearing system which is really neat. Also if the two halves spin up then detach then there is no fiction contact to deal with, though that would make it hard to turn the gravity off later.
Sorry, now I am a little confused on what problem you are trying to solve? What is the mass of the object in question? That's got a lot to do with how much energy it will take to spin.

Just list the specs and the problem.
Goal of 1 G (I like .8 G, it is heavy enough that things are mostly normal, but light enough that materials stresses are low enough that cheaper materials and simpler building designs can be used without breaking, also lowers internal energy consumption for moving cargo and getting up to speed)
Radius of approximately 22 km
Rotated at 0.2 rpm
Mass ???

That's a stupid statement. A square with the side length 1m does not exist, but 1 any unit of measurement? Of course it can.

The speed of light in m/s is a real world value, and it's an integer. Simply because I define the length of one meter to achieve that result.

Lengths, or anything that has any unit of measurement does not have a fundamental value.
