The correct way to approach this issue is:

CO2 emissions per capita relative to its level of development. This chart is a bit outdated but it's very clear... as countries develop they pollute more. However it's not a linear relationship and you can see some developing countries (ie. Russia, former USSR countries, China) that simply do not give a shit as well as developed countries that are doing a fair effort (ie. France) in relation to their level of wealth.

I believe this relationship is called "carbon energy intensity", or how much wealth you are getting out of each CO2 emission. The way forward would be to impose quotas according to the level of wealth of each country but this seems too complex for retarded climate activists like Greta who simply like to use it as an excuse to bash the US.
