It's not dy/dx because y is not a function of x. You take dx/dt and dy/dt to find the slope, and plug in the given value for t.

the derivative of x with respect to t is 1/2.
the derivative of y with respect to t is 1/(2*sqrt(t)).

Plugging in t = 4 gives you <1/2, 1/4> which is the same vector as <2,1> even though neither of them are unit vectors.
