In terms of science value, unmanned is better. We have good computers now and are getting to the point where robots can do anything a human in a suit can do. Autonomy might even get good enough for robots to handle a useful amount of "unexpected problems," by next year.

In terms of the long term "we need to get off this rock" value humans are better. Humans are also good for motivating things like ISRU and getting money from congress.

Although, if we get good enough with unmanned to build an industrial base in space, we'd be better off for the long term goal of getting off this rock.
