The chinks have had lax (or no) stem cell guidelines for decades.
Combine that with a culture of ignoring regulation and human rights.
If some lab was doing illegal longitudinal genetic research, and keeping it a secret, they could have made a quantum leap in genetics.

I think that the viral genome is probably too small to be a genetic weapon, but what if it were released to sound the alarm that the perfect bio-weapon was a few generations away from completion.
