Where does one find free scientific journals to read on breakthroughs in the scientific world?

Has anyone here had their research published in a scientific journal? and for what?

Sometimes my brilliance amazes me. Most of the time however, my stupidity frightens me. I'm OK with that though.

How about you?

How about we start a journal?

Hey /sci/, how would one attempt to get an idea published? Where to start, what are unwritten rules of submitting things, which journals have the best quality control checks?

I'm asking because I've got this idea, and while it might be useless, it seems good enough in my head to at least attempt to get it published/get it properly reviewed. Rather by some journal that cares about quality than some shady publisher.

Some general details about the idea:
It's in the field theoretical physics
It's not a theory or an extension of a theory to describe something, but it's a practical application of some theories.
While it's a practical implication, it's a one of thing, and it can't possibly be commercial. Think of it as an idea for something similar to a particle accelerator, it's an idea for a tool that could be used to gain valuable knowledge.
The idea or parts of it might be valuable even if the thing it's describing is never build, but it's mainly about the actual thing.

Other info that might be useful:
I'm not part of the scientific community, and don't have a network to abuse.
The idea rests on general knowledge about certain theories and logic, and is completely new.
